Nobody tells NPT is fair. And, everyone knows U.S. has the initiative on Nuclear issues. Do you know what the U.S. govt. is afraid of the most ? It's not a war with the Russians or Chinese. It's a group of sneaking attackers who carry a small brief case of nuke bombs and detonate it in N.Y., L.A. or other strategic cities and installations. I've heard a phrase. It goes [The one who has weapons fears the weapons the most.] We can see many cases in history. Gunpowder, rifle, cannon, Missile, Airplane, etc etc etc. A very traditional problem for human kind, the fear of others, the fear of the unknown things, the instinctive and basic fear of the powers.
